The brick veneered and wood shingled home located at North Allegheny was built for William and Eveline Wilkinson who owned China Hall, an exclusive business in downtown Bellefonte that sold fine china and queensware. The home, later owned by Robert and True Fisher, is a product of the building boom in Bellefonte of the 1890s. It was designed by Robert Cole, a local carpenter and su-perintendent of the Ardell Planing Mill, who later studied architecture. He ultimately designed at least 10 Victorian structures in Bellefonte, including Bellefonte Hospital, Bellefonte High School and the remodeling of Bellefonte Academy.
