Before the structure currently standing was constructed, the lot at 239 North Allegheny Street was owned by John Allison, father of William B. Allison, a US Senator and two time contender in 1888 and 1896, for President of the United States. After that, the property passed through a number of hands in Bellefonte until the Victorian home on the property was built for Dr. James L. Seibert and his wife Tambsin E. Boalich in 1891. Seibert came to Bellefonte after completing medical school at the University of Pennsylvania in 1883 and in addition to a private medical practice, he was one of a committee of five physicians and five laymen who founded Bellefonte Hospital in 1902.
