Little is known about the family who lived in this residence, except that the property was built for Isabella H. and Frederick C. Richard. The style of the home is very representative of the buildings constructed by Charles McCafferty during the 1870s and 1880s, with a steep gabled room paralleling the street, projecting bay windows, and a second gable facing a perpendicular street on an L-shaped portion of the house. A one story porch is often nestled into the void of the L-plan. The basic design of this home is repeated many times throughout Bellefonte, yet each property is distinguished by its colors, trim and other ornate details, to create an individualized, yet cohesive historic district.
